I understand that you're receiving what you believe to be a 'false' paper jam on your HP Photosmart C6280 All-in-One Printer. I would like to work with you today with resolving this issue. Paper jams can be real or false. The product might report a paper jam even when there is no jammed paper. A false paper jam may also be the result of having a bad paper jam at a point in time and that bad jam causing a hardware issue to the paper sensor or rollers. I am going to provide you with some additional troubleshooting steps that apply to both real and false paper jams. You did state that you already checked the paper pathway inside the printer and failed to find any evidence of paper being stuck, but please run the step-by-step troubleshooting below, even if you have already run some of the steps.
Sorry, I've never had this fault. I assume the error is on the printer and not in the windows print manager? Have you ensured that there is no paper left in the printer and powered it down for a few minutes and then turned the power back on?
Hello Chris! Welcome to FixYa! If you are facing False Paper Jam error in your HP Laser Jet 1312nfi but If you cant see any obvious paper jams, try to look closely into the rollers or the inside. There could be some tiny paper shreds stuck within those rollers. Or there could be a tiny piece of paper blocking the printer's sensor and thus giving you a false paper jam error. The rollers should be cleaned if the paper fails to feed smoothly into the unit. All document and media rollers should be cleaned using a lint-free cloth lightly moistened with water.
1. Turn Off the printer and unplugged power before cleaning the rollers. This will allow the rollers to be turned by hand in most cases. 2. Remove the rear access door to access the rollers. Clean any dust and debris from the rollers. 3. Open the back of the printer and check metal paper rollers (not the rubber rollers) in the interior of the printer. They should be clean and move freely. If these are not bright and shinny or have buildup on them, they should be cleaned. Also clean any dust and debris off of the rubber rollers. 4. Close the back cover and reattach the rear access door. 5. Plug the power cord back in and power the unit up. It should reinitialize for about 20 seconds. 6. Print another extended self-test page. After following these steps carefully, False Error message will be disappeared. I hope this solution helps you Let me know if you have any confusion in your mind.

It appear from here that the exit sensor may be dirty and you can use canned air and blow it out.
You may also be missing the paper out sensor that is located at the bottom of the printer oposite of the paper tray when you pull it out. When the flag arm has fallin out, it will give a false paper jam error when the last sheet has printed from the tray, not knowing or detecting that the tray is now empty.
Hp false paper jam error message is displayed by the printer when paper is jammed in one or more locations. In such a case, users are recommended to remove the jammed paper from the specified location. The entire paper path must be checked for any pieces of paper. To stop the message, open and close the top most cover of the printer. Lastly, verify the flags and the sensors. If the problem persists, the cause of the error message could be a broken sensor or sensor lever.
