We cleaned the carb and replaced the diaphragm so it runs but moving the speed control on the handle has no affect

Ok, check the air filter, it could be clogged. A clogged air filter won't allow a proper air-gas mixture. Then check the carb. make sure that it is clean, or if anything doesn't look right. You might have to get another carb. After that check the intake it could be clogged but this time a clogged intake means that there isn't enough fuel getting to the combustion chamer.

this is engine model 98902 0110 01 with the plastic carburetor mounted on the gas tank
We (my 13 year old son and I, his mom) replaced the broken plastic speed control lever on handle, which caused slack on the cable/wire running down to the throttle (?) plate by the carburetor.
