Hi, first you'll have to change the air filter and the spark plug. now, go buy some hi octane gas. drain the old gas and put the fresh gas in. if this don't solve your problem please write again.
SOURCE: I have a lawnmower with a BSA 3.5 engine
Test for spark by placing a screwdriver into the spark plug wire and holding it close to a bolt on the engine. should see a spark (blue). If not, problem is likely the armature (coil). The coil is located under the engine shroud and held in place by two bolts. If you replace this part, (normally $30 to $40) you must ensure a proper air gap. Auto parts stores have inexpensive repair manuals to help.

dirty carb likely. you may want to clean out the float bowl and that may be all that is required or it may need a more extensive cleaning. your gas tank may have dirt in it as well.

Sounds like you will need to clean your carburetor even tho you said you alread did.
Make sure to blow out all the jets with compressed air, beware of small parts sometimes in the jets such as seats for the fuel float jet seat.
Sometimes you can get by with priming the carburetor a few times, and letting it run a few times like that and it will flush the gunk out of the jets, but most of the time you will need to rebuild the carburetor.
If the mower/weedeater is over a couple years old, then I also recommend that you buy and install a new carburetor repair kit, because the diaphragm will get hard and that will cause it to be hard to crank.
When you clean your carburetor and remove the jet screws, You will first seat the jet screws and count the number of turns it takes to seat the jets from their original position.
That way when you go to put the jets back in, you know how many turns they were in/out.

Thanks
Good Luck,
I hope this helped
