I wouldn't think the PCM/ECM is the problem ,
hesitation at about 40 mph and 60 mph.. Something in the ignition system is breaking down causing a misfire or maybe TPS - throttle position sensor , these wouldn't cost to much. The dealer should be able to find the problem . An usually lights Flickering could be loose connection , high resistance in the circuit.

I have A 1998 toyota camry also, my check engine light was on also, took it to my freinds shop, found that it was the oxygen sensor mid way back my exhaust system causing my problem ,not the oxygen sensor to the front of the motor.
I have the same problem today, I took the shift cover off and pulled that piece back with a screwdriver and it let me put it in drive. It appears to be where the brake cable releases the shifter release. Seems like an easy piece to change but I can't figure out how to get to it without taking the whole console out.
after i looked over the machines thred routing i found a pice of thred jamed in under the top clear plastic panel i took thihs panel off and removed the thred ,cleaned in there put it back togather and it now works fine just what i found hope it works for others
