Is your CD dirty or does it have any cracks? It might just be the problem. Otherwise, it could be corrupt game data. Clean the disc, if it still doesn't work I'd try deleting the game utility data and re-downloading it. Hope this helps in some way or another.
depending which ps3 you have.
If you have the dual laser model one of the lasers could be damaged or require cleaning.
so the bluray side would work fine, whilst the reg side for reading dvds and cds could be damaged.
it might be worth buying a cd lens cleaner with the brushes and fluid and running it a few times in the ps3 this could work but you might be looking at the laser being replaced.

Laser has to be bad then if its not reading brand new games or dvds. To verify this though get a can of air and gently blow it into the drive to make sure there is no specs of dirt or dust on the laser.
Now try the games and dvds again and if its still happening then the laser needs to be replaced and you can get them fairly cheap off of Ebay.
try playing a blu-ray movie if it wouldn't play blu-ray movies or PS 3 games you laser is bad. I you need help changing it I can email you detailed instructions.
Try playing a Demo game, if you dont have any download it from playstation network. The point is just to force the sytem to play games and if you notice, movies and games are listed under a different folder in the icon's list, so playing a demo game will force the system to play the game and you should be able to play your games fine after that,. Thing is that a game's info might've got stuck in freeze mode when the system was shut off unproperly while a game disk was still inside, that's all.
