Go to the RCA website and select televisions. Under 'Support' select 'Product Downloads', and follow screen instructions. I just did it for my model F27442, and it's free. So don't fall for those websites who want to charge you for a manual, all they're giving you is exactly is what most manufactures websites are offering for free.

Greetings. I had the same problem with my 29" RCA, and it was easy to repair. I opened the back cover of my tv and just disconected the two wires cable that connect with the upper controler (volume, chanels, etc); and now it is working OK; but I must operate the tv only with the remote controler.
I'm thinking you either have a conflict with another wireless product in your house, or have a faulty remote. Try taking the batteries out of the remote and see if problem continues.. If it does, try turning off items such as wireless internet, cordless phone, bluetooth cellphone, etc..
