The visible glass fuses seem to look ok on inspection
Set has a number of pico fuses (up to 7) that are not glass and look like a small resistor and are usually orange, green in color--all will have marked on top of board amperage which is a easy way to find them--have to test them like any fuse (set unplugged please) as they will look perfect even when bad.

I would suggest to measure the voltages -32V on pins 3, 4 and +32 on pin 5 as well +20V at pin 10 and -20V at pin 17 on both ICs. Compare all the voltages that you're measuring to the schematic.
Double check the solder joints on the ICs as well and measure continuity from the pins to where they're connecting to other components. Also make sure the 1.8 resistor are measuring the correctly values.

Hello WendyOreo, It sounds like your switching power supply or you High Voltage power supply has malfunctioned. These sections control all power to the TV and can produce the situation you are describing. If you do not have a background in electronics, I would suggest that you have a TV repairperson come over and check your TV out. I say this because there are voltages in a TV set that can kill, so caution is needed. I hope this helps Thank you, Shuttle83
yes it a soldering job, replace the 2 ics, model no. tsk..., and check the resistors at the pins.
