Question about Garden
Old style mower . Cannot seem to adjust the height setting with the lever
Some old mowers you need to unbolt each wheel and move them to a different hole

I would look in my owners manual and get the part number for the height lever and order a new one. You could also try and wire the height lever so it can not move. I am not sure how it engages but you could may be try and bend the lever so it is tight and won't move. Just a couple of ideas.

have the mower on a flat suface and adjust for the height you need on all four wheels then raise the rear of the mower by one hole to give clearance and reduce the loading on the blade

Usually all mowers have height adjustments of some kind. Look around your front and rear wheels, if you have a number of holes drilled into the deck ,these are your adjustment holes. You would unbolt the wheels and put them at the height you would like.
If as you say there is no adjustment, I would say buy new wheels that are an inch or more bigger than your present wheels and install them in place of your old wheels. If you go to any local dealer they will be able to help you with your problem.
