The toner chip is situated on the end of the toner cartidge - it's a circle, about 1.5cm in diameter.
They may have given you a new housing, in case you damage the one currently on your toner, when you try to remove it.

Find the menu in there you need to reset the toner back to 0.

Epson C1100 toner detection is based on freq. your chip on the toner might be old or faulty. The toner does not have contact point.. at the right side of the printer, there is a receiver, and at the side of the toner, there is a round chip..
This may or may not work but you can try taking the toner cartridge out and carefully shaking it, (don't spill it on yourself) then re-install it and see if you've shaken enough toner loose to fool the printer.If so it may make a print for you if this doesn't work you have no option but to replace the toner cartridge.
You need to remove the cyan cartridge, and thoroughly clean the inside of the printer (please use proper printer cleaning kit, not a damp cloth!). The sensors can get crudded up with loose toner inside the machine.
go to the reset menu (right arrow and then down arrow until reset menu is displayed) on the lcd display and then choose change toner #(right arrow until the desired toner is displayed)
