It was possible to charge the battery once to 100%. After using my laptop, battery operated the battery level remains at 31% and the battery cannot be recharged anymore. This is already the second new 6600mAh battery showing this behaviour.
It is possible it is a bad battery again. Also could be a bad solder joint on the DC jack or bad AC adapter. To test power off and unplug the laptop, remove the battery. Now plug in the AC and power on the PC. If it comes on, gently wiggle the AC plug going into the PC. If it shuts off you have a bad DC jack solder joint. If it stays on the battery is probably bad or the battery connector on the PC. If the PC doesn't come on at all with just the AC gently wiggle the AC plug and tap the power button repeatedly. If it comes on briefly than off again it is the jack solder joint. If it doesn't come on at all then it's a safe bet the AC adapter is bad.

Is the AC adapter the original that came with the laptop or is it a replacement?
Check the label on the laptop (on the bottom of the laptop) for the voltage and current requirements.
Check voltage output of the adapter with a multimeter, this voltage should be slightly higher that the voltage than what is shown on the adapter's label because there is no load on the adapter.
It could be that the current (amps) that the adapter is delivering less power than the laptop's requirements, whilst it can power the laptop it may not be sufficient to charge the battery fully.
Try charging the battery overnight by shutting down the laptop but leaving it connected to the mains. Then boot up the laptop in the morning and check the battery's charge state. If the battery is at or near full capacity, then the problem is a (part) faulty adapter.

Does the machine boot and work just on AC?
If it does then you may have a bad battery - Does the old battery charge?
If it does not work on AC then try another AC adapter - even the generic universal kits should be enough to test it.
hopefully that's all thats wrong. let us know.

I would try replacing your ac/adaptor (power plug) before troubleshooting any further. It sounds as if the adaptor is faulty. Check eBay, you can get a replacement for less than 10 dollars.

SOURCE: i have dell inspiron 1100 with 6450 MAh battery
MAH is short for Milli Amp Hr...
4400MAH battery - short time for the battery to discharge....it may work for 4 to 5 hrs....
7800MAH will work longer for say 8 to 10 hrs.....
also depends on what applications u use...if it contains many graphics and you keep watching movies then the working hrs gets further shorter....
hope this clarifies....offcourse...the 7800 will cost you more...than the 4400....
as far as what is suitable to you laptop check the mfg website or the manual that came with the notebook...some times...the power adpator also gives the battery specifications that must be used...
reg
let me know...

SOURCE: my hdx dragon laptop battery is not recharging,
If your computer functions while plugged into the ac adapter, but the battery still is not charging, then the battery will likely need to be replaced. If your computer does not run while plugged in, then you may have a faulty ac adapter. You should be able to obtain a replacement adapter from the manufacturer or a universal one from a local component shop or online

The Acer Travelmate 8202WLMi worked well and works well, if the charger is connected. Therefore I suppose that the charger and the plugs are okey.
As a next test I removed the battery, disconnected the charger, pushed the start button for 30 seconds and reinserted the battery. Battery capacity was 79% and a comment "you should replace the battery" appeared.
