Mt tech just install my Nortell m7310 phone problem is I only see the caller id after i answer and not before my tech says this is a phone company issue and not the phones is he correct or how do i reset this?

Either COPY the config settings from a set where it works to those that don't, or on the sets that do not:
F**CONFIG, Terminals&Sets, (enter ext #), ... Telco Features, 1st Display Name: change between Name, Number, or Line.
And remember that some callers (esp Cellphones) do not provide Name info, so if the incoming calls at that extension are mostly from the same #s, it might be normal.
The Star Talk Flash is a voice mail prduct. The caller ID feature is a phone system feature. If your system is a norstar CICS or a MICS the caller ID will work only if you have the caller ID capable central office circuit packs installed. Look on the card and see if the label has "CLID". If it dose there is also additional programming required for each set under.... terminals &sets/telco features/featue assignments/show line/caller ID...set:Y. You also have to program (under sets) /telco features/caller ID: Y.
You need CID service from teoco, Caller ID capable circuit packs in your Norstar system and 2 parameters turned on in programming under "terminals a & sets" for each extension. Also the CID will only auto display on sets that have the ringing turned on for that line. (you can also program a display button..feature-811). I doubt it is the software version but to display it go into programming and step down through the menu from 'Terminals&Sets' 10 items to 'Maintenance' and press 'show' then show again at 'System Version' this will give you a display like "SP: 30DHC04 NAT". Not sure it this is a solution for ALL your problems, but...
I had a similar issue: Phone rings, caller ID info displays then seems to hesitate, then displays only "INCOMING CALL."
The issue seemed to be caused by interference with other devices on the same line (in my case, an alarm system).
Tech support had me change a setting on my TRU9466 base unit (this is one of the PowerMax 5.8ghz models). This is how we did it step-by-step on the base unit:
MENU GLOBAL SETUP IN-USE LINE SETUP select LINE 1 switch to TYPE B
This seems to have solved the Caller ID "interference" issue -- my Caller ID now displays as it should. The Tech Support person suggested trying that TYPE A/TYPE B setting on "OFF" if TYPE B didn't solve the problem, but thankfully, it did.
Now Cheryl, it sounds like your issue is more involved than this -- I didn't have any connection problems -- but perhaps they're related -- you might try my solution.
First off seven to nine you do not use an external cid unit for norstar systems. Make sure you have a caller id card in the main ksu or key service unit( the phone cabinet) It should say CI on it. If the card says DS then you do not have a caller id card on the system and will need to exchange it for one. Then the system phones will have to be programmed for cid.
Your M7310 phone does not have caller ID. The phone system can have caller ID and there are a few different options you could have for phone system and caller ID packages. You should try to find out which Nortel phone system you have and possibly what type of Caller ID unit.
I suspect you cannot do what you are looking for because as I mentioned, the phone itself does not have caller ID and only displays what the phone system tells it to. It is more complicated for a caller ID system to store a list of previous calls when you have multiple lines and multiple phones. Would you want to see a list of every call that has come in, just the calls that rang at your station or just the calls that rang and you answered at your station.... BUT... this may be ansered in a user guide specific to your phone system or your caller ID interface.
