A piece of sand had worked it's way into your lens machinery. Replace the whole lens, or find the grain of sand in a gear somewhere.

Lens error When I try to turn the camera on, the lens automatically extends and extracts itself, as if it's trying to open and adjust, and then closes. There is a "whinning" sound too.

Ok, you have to take the camera in for service, if you have warranty try that first - contact your dealer.

here is one repair place if you don't know where to take it

you may also contact nikon directly for a qualifyed service center near you.

The optical zoom moves in and out everytime you try and turn it on then it says lense error

Hi!
It's focus system problem - most likely stuck. Could be sand or some dirt inside focus gears. They're very small for these lens which are used in many Nikon, Olympus, Casio and other cameras so even one small piece of sand can block the focus system. The only way to fix it to take the camera and lens apart and clean it.

Sorry for the bad news. I repair cameras every day and you can trust me - I know what I'm talking about.

My camera {nikon coolpix l3}

Try jiggling the lens. Use compressed air to blow out any grit around the lens barrel. If that doesn't do it, you'll need to get the camera serviced.
