It should still be in warranty as Fujitsu usually goes for 5 years. Get in touch with Fujitsu to find a local warranty agent. There's not enough info in your post for a diagnosis. Are the lights flashing? If so, what sequence are they flashing? Does the indoor unit otherwise work normally in 'fan' mode? What model do you have?

This is a serial signal error which means the outdoor unit is not talking to the indoor unit or vice versa. Most likely the outdoor board is stuffed but you need to count how many times the timer flashes to be absolutely sure which error it is. If you turn power off at the isolator for 5 mins then restart, this can sometimes clear an error caused by power supply fluctuations. If not, you will have to replace one of the boards. Indoor board allow around $200 - $250, outdoor board allow around $300 - $400.

If it has automatic climate control this is normal. The blower motor will not come on until there is heat for it to actually blow. During the first few minutes of driving you would only get cold air if it was blowing as the engine coolant has not warmed up. You should be able to set it to manual control.
You have not fully identified the model number of your unit, but
this is most likely caused by the Main Power pcb.
For models P42HHxxxxx and P42HCxxxxx see Fujitsu Service Bulletin on this problem. -see link below http://tomtom2k5.free.fr/fujitsu/PDP-0035-06.pdf
A competent service technician should be able to implement the service bulletin.
