You must have its original remote control to unlock this Tv. It wont work with universal remote control.
If you have't the original remote control, just buy a new one, borrow it from any of your friends or relatives, who own the same model RCA tv; just to unlock it. For details about the proceedings to unlock it, get into this blog site. Details are given there.

If the front panel lock is on, you will need a working original remote (or a universal remote properly programmed for RCA) to turn the set on. The IR receiver is next to the buttons on the fromt but the RCA IR receivers are very reliable, and I have yet to see a bad one in a modern RCA TV. Once you turn the set on by remote, you can enter the menu and turn the FPA off.

After doing a little research, it looke like the front panel lock , can only be removed from the parental control menu using your remote. If your universal remote does not get you into the menu, see if you can borrow a friends rca remote long enough to get you into your menu & remove the fpa.

I had the same problem on my rca tv. FPA was locked out. i lost the remote and could not turn the tv on.
i have the answer for you. yay me.
THE FPA CAN BE MANUALLY RESET BY DOING THE FOLLOWING.
YOU MUST QUICK CYCLE THE POWER.
DO THIS BY RAPIDLY PLUGING AND UNPLUGING THE POWER CORD FROM THE WALL OUTLET.
DO NOT UN PLUG IT COMPLETELY OUT OF THE WALL SOCKET. JUST FAR ENOUGH TO SEVER THE FLOW OF ELECTRICITY. YOU MUST GO IN AND OUT VERY FAST. AND WALLAH, PROBLEM FIXED. YOU CAN THANK ME IF YOU WISH. HAVE A GREAT DAY.
