You will need technical experience to fix. First what do you remember happening to set before it went out? Did you have color problems, or alignment problems? There are many things that could be wrong. Open startup resistors, R600-612, IC 601, C667,607,608 etc .
Whining sound most likely is a bad flyback transformer. You are probally looking at a 350-450 bill depending on the repair shop. If your picture was "great" go for it. If the tv has a lot of wear let it go. Nothing the repair shop does to fix your problem will make your picture better than it was before it went out. Somthing to contemplate.
