I called Canon about this. They had me tweak the transmission start
speed (Menu>FAX setting>TX settings>TX start speed). It was
too fast. Set it to 4800. Then it was too slow. Clicked it up to 7200
and now it works!! TX Start Speed should not be too fast or too slow.

You need to reset the memory, since previously you have dialed some number, which is not able to connect. So restart the printer. Unplug the printer for 10 minutes and plug back the power to the printer.
The only thing that could stop you from sending a fax or not get a dial tone, would
be the connection to the phone line. Make sure the telephone wire is
plugged into the line jack and not ext jack of the machine, and should go straight to the wall, without
splitters or extensions.
If you still cannot send a fax, try another
wire or jack
Fax display screen always reads, "Auto receive". When attempting to
fax, the busy light flashes. Busy light stops flashing for 30 seconds,
then starts flashing again. Above is the default settings for the fax.
NGB0 indicates signal error or line condition error. U need to check the phone line. U can hook any single line phone to the phone line, check for tones without background noise.
