If you have cleaned/deleted some files and your laptop does not boot up then some important system files may have been deleted.
You most likely need to install Windows again to get a working computer.

Toshiba Satellite L355D-S7815 had windows 8, opened up laptop and cleaned all the dust out and now when i turn the laptop on it shows the Toshiba screen but no F2 or F12 option's.

What you are talking about is called no POST. You either shocked the cmos and the bios wont load or something is not hooked up right.

Problem with L355D-S7901 random shut off

check all leads from motherboard to hard drive including electrical extensions and all of your cd/dvd drives make sure connections are secure dust free and not faulty
computers need all power and data to travel through every working device and to finish its cycle
so any faulty lead will end in computer error or shutdown or fail to boot

make sure your computers RAM modules are securely seated with no dust in the sockets also the Cmos battery has charge and seated with no dust in the sockets
some motherboards cmos batteries are soldered in
might be getting hot check your CPU make sure it has a thermal paste and a dust free and secure seating

could be a memory dump you might be running to many programs at the one time placing to much strain on the CPU you might not have enough RAM random access memory

hope this helps you
