Please Help!
There are several rows of dash like horizontal white lines at the top of the tv. Some of the lines are steady and some flicker? Sometimes there are more rows than other times. At first they were only there sometimes but now they are there all the time. What could be causing this problem?
I tried all the connections as I thought maybe it was some kind of interference but to no avail.
If anyone has any kind of idea, I would greatly appreciate your help.

Hi, My jvc tv AV 27F702 has the same problem, as you said change C410 (vertical section) with 220uf/50v, but i check the capacitor on the pcb is Metallized polyester film cap and written: 104j --- 2A. Is it the right location that i was looking or the wrong location, is it the V-OUT is the vertical section? i do not have the schematic, i need help, thanks.

We have a Samsung LE32A457, whilst we were watching T.V tonight the top halve of the screen suddenly appeared with green lines halfway down the screen and that half of the picture was unwatchable, T.V is 2 years old. We have removed all scart leads but this did not help and the problem still exists, when shutting down a white horizontal line across the centre of the screen appears from this line upwards the picture is faulty. Any help or advice would be grateful.

You didn't mention if you saw fine white diagonal lines running through the screen from top to bottom. If so, you likely have a shorted Picture Tube which is not usually fixable. If there are no lines seen running through the screen, then it is possible the High voltage transformer which also has a screen voltage and focus control built in that could be bad. I would expect the cost of that part to be about $100, so the repair cost total could approach that of a new set I would guess.
