Hi the fuses are located under the drivers side (jdm version) on the side of panel under a black plastic cover, just look for the blown one as the locations are all written in japenese

Fuse 1 is usually labeled as Radio in the fuse box.
The 2nd fuse shares circuits with other devices that are powered straight off of the battery, so look and see if your dome light works, and your cigarette lighter. If either of those aren't working, check the fuse for that item. Cigarette lighters are usually listed as Cigar in the fuse box, and dome light is usually CTSY or Courtesy.
use your car manual and locate the fuse box then use the diagram on the fuse box to show you which fuse is for the lighter and remove it and fit a new one and you should be good to go
if the fuses re good then you will need to remove the lighter and check for power behind it. some lighters have a fuse link built in and if thats blown will need to replace the whole lighter assembly.
You may want to check to see if you have a "gauges" fuse on the fuse panel. Another possibility is the cigarette lighter fuse. Sometimes they're wired on the same circuit.
there is one there I have the same car. Its on the driver side wall up underneath the hood release lever. its a 4" X 3" black box with writing on it and to open it you pull down on the latch on top and it pops off
I have a 93 legacy. Subaru's always run in front wheel drive until a sensor tells the computer the front wheels are not turning the same speed as the rear wheels( spining on ice or sand etc.). At that point all wheels will be driven though a clutch to the rear wheels. This is not good if the car needs to be towed with the front wheels in the air! This "all wheel drive" can be shut down for towing. Under the hood on my 93, there is an in line fuse holder on the pass. side of car behind the front strut mount. Open the top of the holder and it will be empty, put in a fuse (10 or 20 amp or close) , this completes a circuit and shuts down the rear wheels. I don't know if the your 97 has this in the same place, but it must have one some place. hope this can help you.
Yes there is a fuse. But it is the same one that runs the rear lighter. Probably the heating element in the front one has burned up. Try the lighter from the rear area and plug it in to the front. If it works then all you need to do id get a new heating element. They are cheap and easy to replace. Good luck.
On the 1998 Legacy the Radio fuse is the fifth from engine, third from driver, on the bottom, 15A, and the Lighter is in the same long row on the top, 20A.
