Picture comes on at first, This is a new set just got it yesterday. Everything seems to be working, but the picture will not stay on, does off and on. Tried using the vcr and the same thing happens. Help. I hate to have to ship this back. I not only have to pay for that but also a restocking fee. We did all the menu options the picture just will not stay on

Without knowing anything about your Tv make or model this is hard; but there should be a reset button in your menues to restore all settings to factory default. Find and use that. However I am suspicious and think the set needs reapir.
There should be a setting for the dynamic contrast ratio(or backlite setting on some tvs). Turning the dynamic contrast ratio off should make the screen brighter. This is usually called the DCR setting, turn it to off.
Rca has been known to have bad solder joints in the deflection circuits. Usually around the flyback and transformers.. check it over real good. Just be careful as you can still get shocked after the powers removed the capacitors and picture tube will hold a charge in them.
Most likely cause would be a loose solder connection that expands as the set warms up until it no longer makes a connection. You may get the blue to come and go by hitting the side of the cabinet after the set is warmed up awhile. (don't hurt your hand doing this, and don't keep doing it to "fix" the set. The connection will have to be located and repaired). Otherwise, there could be a component going bad, including the blue picture tube.
