Radio charges batteries but thats about it.

When I goto power on the radio the lcd give just a flicker of light then nothing. It seems to charge batteries just fine but tunes would be nice at the job. I checked the fuse inside and it is fine. Could a bad transformer cause this problem. I had it open and plugged it into 110v and tested the transformer It was giving out about 63.2 volts. I am not sure if this is the right output. Any help would be much appreciated.

It say's beside the lcd the info of what type of flicker gives you.
it will till you if the battery you chager are good
