About 14 seconds after turning on my tv, a black rectangle covers most of the lower half of the screen. If I turn the tv off and back on again I can see the whole image (for about 14 seconds). This happens when watching tv or dvd. When changing channels the box will sometimes disappear for a few seconds. When fast-forwarding a dvd it will disappear until I resume normal play.

On your remote should be a button called TV caption or text. Turn off the closed caption as someone hit it and turned it on by accident. If its not on your remote, then it is in the menu. Good Luck

Chances are it's just the closed captioning is turned on and set for "text" mode. Use the remote to go through the caption settings until it's turned off and that should clear up the box.

go into your menu and find closed caption, someone has accidently set the closed caption mode to text, when the on screen display of channel or volume goes away the box appears. turn off the closed caption feature or switch it to something other than "text" mode, and your box will go away.
My mother-in-law had this problem on a Quasar for two years before she finally mentioned it. The rectangle is a text box for closed captioning or for a demonstation list of features, but without the text. I restored the factory presets and poof... problem solved.
Look in the manual and find how to restore the factory settings - it will probably be some weird combination of buttons that you would never guess. On her set, which has a built-in VCR, it was simultaneously pressing "play" and "FF" (on the set, not the remote) for five seconds until the set powered down. Yours will probably be something different but equally odd. That should get rid of the black rectangle. Then you go through the initial setup and you're back in business.
Your DirecTV signal is probably too low. That would produce the small black rectangles (pixilation). Also, try replacing the cable you are using to get the signal from the DirecTV receiver.
It sounds like the closed caption text mode has been turned on. Use you CC button on the remote and make sure the closed caption mode is in the off position.
It sounds like you have the Text feature on the closed caption option turned on. your going to most likly need an original remote to turn this feature off as far as i know of. If you do not have an original toshiba remote to turn off the clkosed caption or in some sets you have to go into the menu to turn this feature off, maybe you can borrow one from a friend that has one or you can get one from http://www.remotes.com.
