Original problem the tv wont turn on and it doesnt seem to have any high voltage but i'm not really sure whats wrong.

You could have a power supply problem or a sweep supply problem. If you have had any TV repair experience, you will need to get a schematic and go from there. if you have not and still want to learn, Please read the article im posting for you. High pitch noise from the flyback

You can tell to some extent what it may be by listening carefully and trying to identify the location. If you, remove the back cover of the set; stay away from danger, just listen to where it seems like the sound is coming from. If it is coming from inside the high voltage cage it is the flyback. If coming from around the main power transformer it is one of the power supply parts.
