have you gone into airport utility?
are you using an airport extreme? if so, reset it.
then delete the current wireless network, and try setting up a new one in airport utility.

You are having a problem with the logic board/power supply. I had the same issue a while back. I hope it is still under warranty as it is around a 500 - 600 dollar fix. If you take it into apple and they take your computer in for a repair and they mess it up, they will replace it with a newer one, which is what happened to me. So I hope you have similar luck, but other wise you might consider upgrading to a newer model just to avoid the cost if it is still not under a extended apple warranty. Which I bet is the case, being it is a G4 (6-8 years old).

Some computer react this way when the logic board goes bad or have a defect in it.
First, Try this:
Remove the battery. Plug back in the power cord, then press and hold down the power button til you hear a loud beep sound. then release it. If the computer starts back up... Then you should be okay.
If not, it may has something to do with the logic board.
Let me know if the above works...
We may can try some other things if not.

It takes a lot of force to break a charger connector in the charge socket, so the connector socket in the iBook will probably be damaged and needs replacing. Take it to a reputable repairer, or, if you have the skills, you can fit a replacement DC In Board.
