It sounds like your condenser fan motor may be locked up or the capacitor that helps give the condenser fan motor a kick to get it started may be defective. Try turning your system on and using a long screwdriver try to push the fan blade on the condenser fan motor to see if it will run normally if you give it the starting boost it needs.If it does run at full speed and doesn't over heat or start and then slow down then you probably only need to replace a simple 10-12$ capacitor. If it barely turns, makes an odd humming sound or overheats etc. then you will have to replace the condenser fan motor. This is assuming that the outdoor condenser has the 220v supplied and the 24v supplied to the compressor relay, that the compressor relay is engaged and suppling 220v to the condenser fan motor.

Definately get this checked out. Some thing has shorted just enough to let voltage "Feed back" and keep the fan running. Could be capacitor, wires rubbed through each other, etc. A reset is a safety that is used when there is an overcurrent or over pressure situation. No reset set for this situation.
There is always an outside chance that if you touch the unit while standing on wet ground, you may get shocked. I firmly believe that something is allowing power to the fan in a feedback condition so don't let this go as it may cause damage to other parts.

Have you check the outside breaker box? If thats not it then its probably the contactor.

It sounds like the air cond is freezing up, and as he melts the ice off he evaporator coil you will have air flow again. When the evaporator, (which is the coil that absorbs the heat from your condo) is frozen over, no air flow can pass through it. The evaporator is located either above the furnace or below the furnace. Therefore, the indoor fan will continue to run, but no cool air will be coming out of the vents. What causes it to freeze up? Usually it is low on refrigerant (some people call it freon). If there is a leak in the system, he may charge it with refrigerant, and then in a few days or weeks later have to thaw it out, and charge it again. If this is the case, you might want to request the leak be located and fixed. Another reason it will freeze up is a dirty filter. Or, if the unit did not have a filter in it for quite some time, the evaporator could possibly be stopped up with dirt resulting in poor air flow all the time and and eventual freeze up of the evaporator.
