My razor won't clean or charge while in the cleaner stand. It charges when it's directly connected. The cleaner stand says it's full, but the razor when inserted won't select a cleaning level, it also drains the battery rather than charge it. When I try to press "clean" you can hear it trying to pull the solution from the container, but the cleaning cycle never starts. Perhaps the stand contacts/electronics are faulty. Do I repair the razor or the stand?
Your charging and cleaning stand is faulty. They are not repairable because parts are not available. You can purchase a new clean and charge stand at shaveroutlet.com

i have the same issue but the charge/clean light on the razor itself wont come on or charge at all. Braun said to send it in for repair/exchange and to find out whats wrong with it.

the razor is warranted for 2 years if you want to contact Braun for replacement. You can try to tap the razor with the palm of your hand after taking off the shaver top and blades. Sometimes this will help dislodge anything that is keeping the shaver from making good contact inside razor.
Just don't beat it against anything hard.

the pump in the stand may be bad. in this case you will need a new clean and charge unit. these are available at shaveroutlet.com. see link below

To open model 8985 you will first need to gently pry off the 'cap' on the bottom that surrounds the hole where the cord plugs in. Once removed the side grips will pull off revealing 4 screws. Remove screws to take off back cover and access insides. Inner parts simply lift out.
If replacement parts are required, you will find all components for this model at shaveroutlet.com

Try removing the cord from the clean/charge base and plug the cord directly into the bottom of the shaver. If it charges directly from the cord, it is a safe assumption that the clean/charge base is not working correctly.
This unit is not repairable as the problem is, almost certainly, a faulty circuit board. You will need to purchase a replacement.
You will find a replacement clean/charge base for model 8585 at shaveroutlet.com. See link below
