I had the same problem one week ago. Check if your SMPS power connection is OK. If it's OK, then you may have to change your motherboard... I mean may be your motherboard is corrupted. Open your cabinet, unplug all the components and clean the whole cabinet properly and re-assemble all the components. Restart your computer but still if the problem sticks be sure to check your computer with a well-knowledged hardware mechanic because there may be other causes.

Machine powers itself off and then eventually restarts

it must be due to ur pc's on/off switch faulty.... try to change the switch. or open the cover of ur cpu and change the on/off switch cables with restart cable. i.e. swap the cables of on/off and restart (remove the on/off cable don't fix it when checking)

C:\progra~\mywebs~1\bar\1.bin\m3plugin.dll

Go to regedit (click start then search and enter it there) and do a search for M3PLUGIN.DLL when found delete that registry, then restart your machine. Its missing or damaged and thus unnescessary, no worries whatsoever. have a nice day!

Dell 8400 is not starting

Check if the RAM is seated properly and clean too. Check your power supply(SMPS) for the 3 voltages it should generate. RAM will not need any replacement however your SMPS may require replacement...sodeep

check the memory not playing up by changing them or taking one out if you have two, this can cause a shut down, and stop it restarting, unplug all hardware you dont need and try starting use the eleimination process, until you get a restart. cheers Peter
