That the sign of failed T-CON board on the LCD panel, new panel will be needed. It will get worst with more lines appear.

Check the caps in the power supply.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed VIEWSONIC monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums

Disconnect everything from the monitor including power. wait a minute. Connect only the power. If it still does not power up the monitor power supply is dead.

Vx1932wm-led background lighting goes out

That is a very common symptom of a failure in the power supply board. This model uses the same power supply board that the VA1930 model uses. Here is a link to repair information that shows what capacitors to replace on the power board to repair it.

Viewsonic VX1932wm goes black after a few seconds of being on. I need to turn it off and back on to get a few more seconds, then it goes black again.

It probably has dying power supply due to bad DC filter caps, see pictures of fails VIEWSONIC due to bad caps at my Photobucket.com.
