don't know how to set-up or program the code (1047) for a RCA tv. using URC-3021 remote control

They don't have codes for an Orion. However, if I guessed at compatibility, I'd try:

In that order. If that doesn't work, let me know and we can take a couple more guesses. The codes noted are all codes used by other Orion made brands.

The remote must be programmed with the correct code. With the model you have, if something goes wrong or the code is lost it uses the last programmed code.
