Try hitting F8 during startup and choose last known good configuration.
Or you could try starting in safe mode and doing a system restore.
Have you made any changes to the system prior to this problem, as sometimes installing programs/drivers can cause similar issues. If so you will need to remove or configure the program causing the conflict. You can do this in safe mode.

Several things could be wrong, the most likely is a failed HD or damaged windows install. If you press F12 it should take yuo to the boot menu, reply back with the list of options and I'll take a look,

You shouldn't need a driver for the CD Rom. More than likely you just need to change the boot order of your laptop. If your CD Rom is not listed in the boot device list, or is listed after other device (mainly the hard drive) then it may not be attempting to load the disc.
To edit the boot device list you'll need to enter the BIOS. This process varies depending on the model of laptop, but generally involves hitting either F1, F2, or Del during the initial boot sequence. If you actually watch the initial sequence you should see a prompt to "Hit XXX to Enter Setup" (where XXX = a certain key). It may also say "Hit XXX to Enter BIOS" - either way that's the key you're after.
Once inside the BIOS you should see a menu item labeled "Boot Order" or "Boot Device Priority" or something similar. You're going to want to move you CD Drive higher in the list, specifically you want it higher than the HDD. Once you have this complete, make sure you save the settings before you exit the BIOS.
With those settings saved, and the XP disc in the drive, you should now get a prompt during the boot process for "Press any key to boot from Disc" (or something similar). If you don't press a key, then the laptop will skip the CD Drive, so keep an eye out.
