Yes,U have some basic machanicals skills? The Toshiba Tv convergence board,it call a Hyper board.Try website Ebay.com to buy a refurbish board. This board no longer produced by Toshiba,if can't find it.The Convergence 2 STK ICS,and some or all it resistors, must replaced manually.Must have tools, and knowing how to do basic soldering,to do this.
sounds like the convergence ICs are defective and need to be replaced, they are STK392-110 you can get replacement ICs at the following link that include free instalation instructions. http://servicemanuals.vstore.ca/
It sounds like your Convergence IC's have gone bad. This is a $300-$600 repair depending on where you live. I have recently changed them myself and it's not that hard if you have common sense and patience. If you do it yourself, you can do it for under $100.
The parts you need are 2 STK392-110 convergence amps and it's best to replace all 6 resistors that are related to the convergence amps as well.
Part numbers on the resistors are 24323129 and you can find then at http://www.vancebaldwin.com/products/?TBA&start=4501
so you missing the green is is either a bad connection on the green crt or convergence amp ic bad do this first http://www.riddledtv.com/repair/journal/Toshiba51H84/index.html then if that doesnt fix it http://cmpalmer.blogspot.com/2006/11/fixing-my-own-tv-part-ii.html
Get it fixed, because this is a simple repair. One of your convergence IC's has burned out and needs to be replaced. A good tech can fix the set in-house in about an hour and a half, and I charge $150 when I fix a set like that but shops in your area will vary so ask around. If you have a satellite receiver or a cable box, the changeover in 2009 should not affect you.
