I had this too. It kept happening after I would install updates. I think the problem turned out to being that my harddrive (only 4GB) had run out of space.
The way I ended up fixing it was to turn the power off by holding down the button, turn it back on and hold the F9 key. This allowed me to "restore factory defaults" and it booted up again. I lost all the changes I had made, so if you had settings saved, this may not be your best option.
If it is a harddrive space issues, I would recommend getting to the console (CNTRL+ALT+T) and then typing "sudo synaptic" to get to the package manager. You can then remove packages that you no longer need or want to use (like the kids games, possibly Skype). This stuff is a little advanced, so if you're not sure of what you're doing, you may end up changing something you didn't mean to and needing to start back over again by restoring defaults.

Reboot the system
Press F8 at boot startup. In the boot menu
Choose Last Known Good Configuration. If this doesn't work
Try Safe Mode
Go to Device Manager
Roll Back any new driver you've installed
and/or
Go to Add/Remove programs
Unistall any new software you've installed

Could be a number of issues, incl unseated processor or a faulty hard drive. First off I would remove mains & battery, remove covers from underneath and reseat any memory or processors you can find - by reseat I mean just take out and put back.If this fails, I would look to price up a new hard drive before condemning the machine.

It's flashing because it's trying to load via the hard drive.
What have you tried so far?
Safe Mode, boot cd, etc?

Your boot menu for Windows is corrupt. Try to boot from the windows installation disc and make sure to key any key when told to boot off the disc. Once the windows files load, you will have a choice of what to do next. If you have XP, choose the repair option and you will be faced with a black DOS screen...after the blinking cursor type
FIXBOOT hit enter
Try to boot the computer without the disc in it. If it does not boot, then boot off disc again and this time type:
FIXMBR hit yes and enter
Try once again to boot without the disc.
Also try to boot into safe mode by tapping F8 when you see the Compaq name come up during starting. If you can get to the multiple boot up option screen, scroll to "Safe mode with networking" and choose that. If it boots then you can go to the start button > accessories > system tools > system restore > choose a restore point back a day or two and follow the prompts.
If you have Vista, boot off the disc and choose start up repair. If that doesn't work, boot again and choose restore computer to an earlier time. Again choose a restore point back a few days. Good luck ParrotHead PC Repair
If its only 3 mnths old should still be under WARRANTY take it back
if its not under warranty
Turn Off the computer now as soon as you hit the power button, keep on holding Alt key & keep on tapping F10 key ie: Alt+F10, it will open the recovery console select full factory restore and follow on screen instruction. (Note:this will erase all datas on the computer) or
During the boot process you will see on the screen to press a certain key to enter setup usually delete or the F2 key this will differ depending on which bios you have
Press and hold that key during the boot up process to enter BIOS using the arrow keys you can load failsafe defaults or load optimized defaults press escape then press f10 to save to cmos to restart
hope it helps
