Can't download CD to laptop

Tried downloading H&R Block Tax program to laptop but getting Error 1721. Would that indicate an error within the program or a hardware problem?

Try this:
reboot in Safe Mode:
- Click Start - Run, type command , and then press ENTER.
- At the command prompt, type cd \ and press ENTER so that you are at the C:\> prompt.
- Now type cd windows\system and press ENTER so that you are now at C:\Windows\System>
- At the command prompt, type msiexec /unregister , and then press ENTER.
- At the command prompt, type msiexec /regserver, and then press ENTER.

When i try the acer system recovery it keeps coming up with an error that says windows could not install and setup with resume when computer restarts..restarts ands same box pops up? cannot get past that...

Have you tried booting to the system recovery again and starting it over? Otherwise you may need to wipe it clean and start from scratch. Download a program like Darik's boot an dnuke to wipe the hard drive clean (this will destroy all data on the hard drive, including system recovery data if that is saved on the hard drive instead of CD's.) Then try the system recovery again (if it's on CD's)

Hi, first of all have you tried to run the diagnostics just to ensure the hardware functionality of your computer? if not, here's how: As the computer boots, press when the Dell Splash Screen appears. When the Boot menu appears, highlight the Boot to Utility Partitionoption, or the Diagnostics option and then press to start the 32-bit Dell Diagnostics. Press the key to highlight Test System Press to continue to 32-bit Diagnostics. Note: Express Test is the only test that will not require user involvement.
If there's no error found, that means, that your hardware most esp the hard drive (HDD) that came with your system is perfectly working fine and this isolated your issue that it's the operating system problem. It's good to know that you attempted to rebuild the OS just make sure it's the recovery cd that came with the computer. try to boot from the OS cd once again and reload / reinstall Vista. Error 1721 is a common problem for many different Windows systems, shown when the installation you're trying to perform develops a problem and needs to be fixed. If you have this error, it's recommended that you're able to first fix any problems that could be inside your Windows system, and then cure the specific issues that the Windows Installer program has on your PC. This tutorial is going to show you exactly how to do that...
This error will typically show like this:

  • Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personal or package vendor.

The problem with this error is actually caused by a very simple issue - the Windows Installer program that is used to install the various files & software onto your PC is actually damaged or corrupted & preventing your system from installing the program you want. This can be caused by a number of problems, including everything from having corrupt registry settings to the Installer program on your system being damaged. To fix this, you first need to make sure that Windows Installer is okay, and then get rid of any further system errors on your computer.
The first step to resolving this error is to "register" and "unregister" the Windows Installer on your system. This is a program which installs all the programs that you want onto your PC, and is constant on every Windows installation. The problem that often causes error 1721 is the way in which Windows often cannot read the Windows Installer program, because it's not "registered". Registering a program basically tells Windows where to look for it on your system, and it's often the case that this stored reference is either damaged or deleted by accident. To ensure this is not a problem, you need to be able to type the following into your system:

  • Load up "CMD" (click "Start" > Run > type cmd)
  • Type msiexec u/unregister
  • Type msiexec /register
  • Try reinstaling the program you wanted to

If you try this and find it does not work, then it's recommended you then use a program by Microsoft called the "Windows Installer Cleanup Utility". This is a new program which basically cleans up all the settings and options associated with the Windows Installer program; meaning that if you have any problems with the Windows Installer on your PC, they should be fixed. You may also wish to install Windows Installer 4.5, which will basically upgrade the Windows Installer program on your system, which should resolve many cases of the 1721 error.
It's also highly recommended that you use a "registry cleaner" to fix any of the errors that are on your Windows system. A registry cleaner is a type of software tool that basically scans through the registry database of your PC and fixes any of the problems that are inside it. The registry database contains all the settings, files and options for Windows, and is where everything from your most recent emails to your desktop wallpaper are kept. It's basically like a library for your system which is continually being used to help your software run correctly. Unfortunately, the registry is continually being damaged & corrupted, leading it to become highly ineffective and erroneous. To ensure this problem is not causing the 1721 error, you should clean through your system with a registry cleaner tool.

What Is Error 1721? This is an error commonly witnessed when you try to uninstall a program using the "Add or Remove Programs" in Microsoft Windows XP. The message itself will read: "Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personal or package vendor."
Resolution #1: Reregistering the Windows Installer service It is known that if the Microsoft installation engine malfunctions or is internally corrupted, there is a possibly that you will not be able to remove programs that you used the Windows Installer, the service that administers the installation and configuration of programs, to install with. Thus, in the case of error 1721, it is necessary to unregister and then reregister the Windows Installer service to fix the corrupted parts of the engine. This can be accomplished through the Safe Mode by:
  1. Enter your computer in Safe Mode by:
    • Restarting the computer and pressing F8 after the BIOS information is shown
    • Select Safe Mode and Enter
    • Select your computer and Enter
  2. Log on as the local administrator
  3. Open up the command prompt by clicking Start, Run, and then typing cmd.exe and Ok
  4. At the command prompt, first unregister the service by typing msiexec /unregister and then hitting Enter
  5. Reregister the service by typing msiexec /regserver and then hitting Enter
  6. Type Exit to exit the command prompt safely
  7. Try to remove the program once again using Add or Remove Programs
