The screen is white

When i plug in the monitor it turns white... then i plut it into the comp and it blinks. then back to white. but if i leave just the power conected. it stays white for a couple secs. then turns off. (ring turns gold/yello)

This is the internal video card of the monitor.
It has either failed, or the cable that connects it to the LCD panel has come out of either the video card or the panel.
