Not positive but this sounds like the impending failure of a specific power supply, namely an output providing deflection voltage to the CRTs.
This may be simply a circuit on the main supply or could be a separate supply on a different board than the main supply.
If it is not affecting brightness and contrast, it isn't likely to be the primary supply that is failing.
I'm pretty sure it will continue to degrade.

Common problem on this model of Magnavox TV sets. The screen will shrink then expand. After about 10 minutes it may or may not correct it self.
