After Reinstalling Window XP did you install the driver for your graphic adapter (VGA driver). If you'll not install the graphic driver it happen with the resolution, and about your mouse. you might be using USB mouse and it need to install driver too, but in case of your mouse window automatically takes the driver , you don't need to do anything.
I believe you might be canceling the installation of HUMAN INTERFACE DEVICE installation during the time of your window start up process.
