this could be caused by a faulty eletrical connection/lead that attaches to your dvd rom all electric current and data must travel to and through every device in a computer for a computer to work properly to make sure its getting continuos current/voltage you could use a multimeter to check this

The Blue Screen could be a Hardware error but sometimes it is software (such as Drivers). Did you just replace the motherboard with a different one? If you did then that the problem, Windows does not like it when you switch Major hardware on it. If you want to troubleshoot further, only connect the essentials on to the computer and disconnect any fire wire or USB devices you have connected.

The BSOD or Blue Screen Of Death can both be hardware or software, Usually if you installed something on the computer such as a driver then it is most likely software and you should be able to log in by going in to safe mode (press F8 Repeatedly as the computer is booting up)

If its hardware, Then it can most likely be your Hard Drive or you Memory and would need to run a scan to figure out which one went bad

It could be the disks themselves, try another brand or and the disks in a different computer and see if anything changes. I have gotten those cheap 25-50 dvd stacks on the cheap that have completely failed and ended up taking them back for replacements,

Can you hear it "spinning" the media? If not, you have a "defective" unit (motors or bearings).
If it spins, but nothing is read, then you have a "defective" unit (dead laser).
Take it back to where you bought it, and get them to test it, to prove that it is "bad", and then for them to replace it.

your drivers may have been corrupted or you might have a virus run your antivrus program
you might have to physically unplug the leads for this cd rom then plug them back in this will activate found new hardware wizard

also
control panel admistrive tools,computer management,device manager scroll down cd dvd rom drives right click you can you can update driver,roll back driver,or select properties general troubleshoot, select driver click to reinstall drivers click update driver or uninstall then reinstall
only do the registry check if you cant see the drive/s in windows explorer/my computer
or it might be a registry problem
Close all open programs

Click on Start, Run, and type regedit and press Enter
Click on the plus signs (+) next to the following folders

HKEY_LOCAL_MACHINE

SYSTEM

CurrentControlSet

Control

Class

This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.

Upper Filters

Lower Filters

Upper Filters.bak

Lower Filters.bak

If any of the above keys shown in step 4 are listed, right-click on them and choose Delete

After deleting the keys, close the registry editor
Reboot your computer
Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone.
