Had the same problem, Insignia 32 would click on then go off. About 6 months ago I found (somewhere on the net) a guy who explained that he changed blown capacitors. As I recall he even posted a picture. I found the blown capacitors and replaced them with larger capacitors (less than $20) problem solved...
But now my screen image is showing only half a picture and is pulsing on a off.
I think I'm going to make a Wii commercial......GL
As Jamie said check the power supply (check fuses) also check the flex cable from the screen to the main PCB) these come loose and tend to show the no power symptoms as well

In a majority of case is the LCD does not power up, is the power supply that failed.
I repair these power supplies or if you provide the model number I might have the power board available.

The model number is IS-LCD32TV. I took the back of the tv off and I looking at the mother boad. Is there any way I can contact you?
I also wanted to let you know that I have power to the tv becasue the red light is on when the tv is off. But when I turn the tv on it only stays on for about 2 seconds and then it shuts off.
I am on round two with this problem of the IS-LCDTV32 32 in. television. After about a year of use, it refused to turn on. It has power (red light is on) but will flash on (blue light flash) and off (red light blinks) when I attempt to turn it on. I tried heating with a hair dryer, holding the power switch while plugging it in, and standing on my left foot reciting limericks backwards- all to no effect. I went thru Best Buy and after several weeks and two visits from a rather evasive tech, I received a rather expensive new power supply. The thing worked for about 10 months and now will not turn on again. (To add to my frustration, an older Sylvannia TV in my house has caught the same malaise- clicks on and off in a second.)
I don't want to do another expensive repair- I feel like I'm chasing a 6 high straight.
Can I just replace the capacitors?
I had the same problem with my 32 inch LCD Insignia TV. I opened up the back of the TV and pulled out the power supply and replaced three 680uF 35V capacitors. They were slightly swollen on top. It works great now. Very easy to do. I think the "hairdryer" theory was made up as a joke. If it did work it was just a coincidence. Good luck. George in Reno,NV
