Unfortunately HP has not made a vista or windows 7 driver for this model older drivers will work under these newer operating systems but will not install under 64Bit systems.
you have to option run windows in a virtual machine with 32 bit to use this hardware or downgrade and install windows 78 32 bit on your pc to allow drivers to install for this hardware

you probably need to contact Hp directly. there is now windows 7 drivers on their website and I have heard people getting it to work with the XP drivers on the 32 bit version, but the 64 bit version is a whole new beast. I would suspect you are going to be shopping for a new scanner

I have the exact same scanner and was able to resolve the issue using windows XP mode which will happily accept the XP drivers if set to run in 32 bit

You may want to try this web page that tells you how to get the HP 5300C
working in Vista. It works fine on HP 5400C as well.

Unfortunately, your scanner is not compatible with Windows Vista and there are no drivers available to make it compatible. I found the following message on the HP website when I searched for Vista drivers for your product:
