It acts like the fuel has been shut off. When I looked in the tank I could see where the valve comes into the tank and it looked like a piece of cardboard rolled up and stuck down in it. Is that suppose to be or is it some sort of blockage? There doesn't seem to be any type of screen there either. There is an inline filter which I just replaced to try and solve the problem. What brand of engine & horsepower is it?Also about how long was it stored or last time it was run? The reason I ask is if it was stored with gas in it & a fuel stabilizer wasn't added to it,your primary jet is plugged in the carburetor(reason it will only run while choked).

This overflow can be caused by:
1. The float sticking
2. Gas inside of the float air chambers
3. The needle and seat have debris in them or a r damaged.
It is not a difficult fix but it does mandate removal of the carburetor float bowl.
You could probably do this yourself. It is much easier if you place the generator on a high work area so you can see the float and needle once you have the float bowl removed. Just make sure you do not drop the float assy so far that the needle comes out of the seat unless you have to remove the hinge pin SCREW for the float to clear the debris near the needles' pointed rubber head.

I have an HM100 on a 5500 watt gen with the same problem. This motor calls for a J17 spark plug, but I found using a J19 (hotter) plug solved the problem. I think the J17 doesn't get hot enough for a complete combustion burn so it act like fuel starvation thus resulting in the black sooty and wet plug.
