My city mini front wheel keeps locking - Baby Jogger CITY MINI Stroller

If you do not care if it will not lock again (We did not) you can take the wheel off, and then you will see a little post that moves up and down with the lock mechanism. You just need to remove that. It is a piece of metal inside of plastic. I used a grinding wheel to shave it down, but you could use wire cutters to cut the plastic, and then regular pliers to pull out the metal stud. Mine no longer locks, and it's much easier to maneuver.

To fold down a Tracker City, firstly make sure that the front wheels are locked into fixed, non-steering mode, and that the adjustable-height handle is in one of the middle positions.
Look at the twist-grip in the middle of the handle. Press the button and simultaneously twist the collar in the direction of the arrow. The chair should begin to close at this point.
Next, find the secondary lock device, which is operated by means of a lever/tab on one side of the handle. Pull this upwards, tilt the chair forwards and continue the closing action until it is fully closed.
Align the front wheel using your foot, if necessary, to prevent the rear wheel from hitting it. To store the chair, fold down the height-adjustable handle.
Don't forget to keep the pushchair well lubricated, preferably using a silicone spray.

You need to put more weight on the front of the stroller. The wheel is shaking because it's able to swivel....
