RTM?
read page 27 , carefully and the gravity of these words
"Keep the battery charged.
The programs and files you install or create are stored in volatile RAM memory. If the battery
completely discharges, all user-installed programs and user data files
created will be erased and you will have to reinstall them. To prevent
losing valuable programs and files, keep the battery always charged.
Optionally, you can store a limited number of programs and files in the
iPAQ File Store folder so that if the battery completely discharges, they
will not be lost."
the store, is a NVram?, not flash. and the STORE has a battery
what is the chances of any 13year old battery still good.(zero?>)
see the coin cell here, it unplugs other models are soldered down.
why spend cash on old relics like this. and labor?
so you learned to day it has 2 batteries not 1
and learned it is 13 year old relic of the past, 100% useless in todays world. (buy notepad new for $50 at walfart)
Try replacing the battery. Then try a factory reset.
or the trash like the other million are now.

try removing the battery - for a few minutes to begin witj, then a few hours if that doesn't help.
SOURCE: Screen not responding to touch
i had the same problem and figured out that when i put the screen protector on that it got between the housing and the screen and put just enough preasure on the screen it would not let you do anything.if you put your finger on the screen and apply some preasure and then try to use the stylus it will not allow you to .hope this helps someone.

To do a full reset, you hold the calendar and itask buttons (buttons 1
and 4) down at the same time, then insert the stylus into the little
hole on the bottom and press gently. Hold all for 4 seconds. The screen
should begin to fade. Now release all. If successful, you will not be
able to start the machine by pressing the on button. You will have to
reconnect to ac power to start it.
That is all there is to it.
