If you just typed "dbx 166xl pdf" into a search engine (like I just did) the first hit might be the manual.

Page 6 discusses how the unit can affect such characteristics of a given sound such as reverb but there is no direct control for reverb.

The unit has been put into the mode to reload the operating system. You need to connect it up and load it with fresh download of the system. You can probably download the firmware from the manufacturer's site in their support section. There may be no other way to restore it. Be careful as any corruption during a flash download can be fatal requiring return to the manufacturer for reloading. Find the firmware for your unit here:

Assuming the cord is well seated and has power, the power supply has likely failed. Take it in for repair or repair yourself. The power supply is VERY simple. Here is a schematic close to your unit:

The power supply is on page 15 and consists of a simple bridge rectifier, filter and two three terminal regulators that generate +/- 15 volts. Any competent electronics person should be able to repair this.

The only way to troubleshoot this effectively is to use an oscilloscope to signal trace. You can't tell much about electronic components unless they have external damage which often doesn't show.

You are better served by using your tools properly with expert advice.

If you're only using the keyboard, connect the keyboard output to the EQ input, and EQ output to your amp.

If you have multiple instruments and a mixer, run mixer output to EQ input, EQ output to amp.
