I bought a dell b130 and can't install the OS because of bios password how can I get around this issue

Two options:
1.
Each Dell Inspiron has a master password which will clear the BIOS password. You can get this number by calling Dell Technical Support at (800)624-9896.
Dell Technical Support will request the Service Tag and Express Service Code from the bottom of your Inspiron.
If you were not the original owner of the Inspiron, Dell will
transfer registration of the used Inspiron from the original owner with
only the Service Tag and Express Service Code from the tag on the
laptop.
To transfer the registration of a used Dell Inspiron, fill out the Transfer of Ownership form on Dell's web site.
2. If you are NOT the owner (hypothetically speaking, of course) you have the option to reset the BIOS password by physically manipulating the motherboard and jumper pins. This is pretty tricky unless you know your way around the inside of your lappy pretty well. Here are instructions on resetting via jumper pins.

Power down the laptop. take a pen and paper and write down what you rementber as the password that you put in.
remember; the password is case senstive.
This a safe way to do it. since Dell have put in non-volatile chip for the BIOS password. you have to disasseble the laptop and in order to reset the password.
so, try to remember and see if the password that you wrote down makesense. and try again

On alot of motherboards, and I don't know if I would have access to this one or not, there is a set of 3 pins coming out of the board itself, usually with a jumper on 1-2 position. Somewhere next to them, maybe some text like PWD CLR ? Usually, moving the jumper to 2-3, clears the password on the BIOS, as a failsafe back up. If it does look, 'comfortably' like that, don't change anything else. It usually takes only a minute, under battery power, to clear it. Once done, move the jumper back to the 1-2 position.
If you don't see it clearly, write back and I'll see if my Technician access allows for the detailed info. Also, please include the Model # amd Make of your Dell unit.

You can easily reset your password with the help of windows password reset disk. If you don't have password reset disk then you can use stellar phoenix password recovery software to reset it.
