Hello,
my problem is that i am pressing the start button and my laptop does not start. When i am pressing the button, the battery indicator flashes for about 8 times, but the laptop does not respond. I also tried to plug-in the AC adaptor, but the battery indicator remains off, and the laptop does not start as well. Any ideas which might be the problem..?

Have you tried removing the battery and trying the laptop directly off the mains, another thing thats worth trying is remove 1 of the memory modules if you have 2 and put 1 in at a time.

assumed you are running a windows operating system on it (u didn't told here) then :
press start button -> start typing cmd -> wait few seconds till your system found cmd, run it -> type into cmd : <ipconfig /all> (without <>, remark the space before slash) and press enter.
the output now will list u all network adapters, including their mac-addresses.
How do you know it is charging? What does it do when you hit the power button?
When you plug in the power cord is there any lightswhatsoever on the laptop, where the plug goes in or on the AC Adapter of thepower cord?
When you press the power button do you hear fans running, hard drive spinning,lights on the computer, hear any beeps or lights constantly blinking, hear theDvD/CD drive click and the light on the drawer of the DvD/CD turn on for asecond or two? If so the laptop is trying to boot or may have booted, butthe screen is not showing for some reason.
Beep tones and blinking lights tells the technicians what is going on with thelaptop and why it is not booting. Most times it's a motherboard issuewhen you hear beeps or blinking lights continuous.
Maybe your power cord is bad if you don't get anything to happen whatsoeverwhen you press the power button. And if that's true maybe you wasoperating off the battery the last time you had it on and since the power cordis bad, it was not charging the battery so the battery is drained and the powercord is bad.
Maybe you have a Static Charge Buildup. Remove the Power Cord, Remove theBattery, then Press and Hold the power button for 30seconds. After 30 seconds plug the power cord back in (leave the batteryout) and hit the power button to see if it boots. If it does, you can putthe battery back in and let it charge.
Please check whether the laptop power button may be in the pressed mode.. please release the key. If the key is not released after you pressed the power button, the laptop will power off.
Clean the power on button.

On startup can you not go back and reverse what you have done in bios to see if that corrects the problem
so press power button and straight away press F10 or delete a few times as it is starting up and hopefully put the setting back in bios save it which i think is F10 and exit or restart
if you havent reinstalled windows on that computer yet try this:
for XP
press CTRL + F12 after pressing the power button to restore sys to dell factory image.
for vista
press F8 after pressing the power button to go into advanced boot options
press enter on repair my computer
press enter on pc restore.
it sets your computer back to factory image.
