That "PCI Serial Port" is probably part of a PCI modem that is connected into a PCI slot on the motherboard.

Access the manufacturer's web-site: http://support.hp.com
and enter 'dc7700p' and do a search for device-drivers for your computer.

Regarding driver

You are not alone. Most people that are using Vista can't get wireless drivers or dial up drivers to work even when they are marked as Vista compatible. If your notebook has a serial port I would recommend buying an external modem. Usually weather or not you have Vista XP or Linux an external modem will work that is hooked up via a serial connection but if the vendors of your laptop were too cheap to put in a serial port your out of luck unless you can find a PCMCIA or PCI Express card that has dial up and a vista driver. You need to know if you have PCI or PCMCIA. Now if this is a new laptop I would suggest you take it back to wherever you got it and contact www.mindblowingidea.com/ComputerRescue and have them give you a laptop that has the ability to connect to dial up.

Secondly Dial Up won't work with Vista correctly because Vista is full of DRM (Digital Restrictions Management) and Trusted Computing technology that use to be codenamed "Project Longhorn" back in 2002. This requires Vista to send and recieve information from Micro$oft at all times to make sure your not pirating music, using non registered Micro$oft software, or using a dial up modem that does not support DRM drivers lol :) . It says this in the Vista EULA. Now the above company Computer Rescue does not sell any Vista Computers. They only sell XP and Linux computers. I'm sure you would appreciate that a lot more.
