The only thing that works on it is the channel up (not down) and the #3 (I can only use it to get to channel 33, I cannot press the 0 to get channel 3)! We cannot control the volume or power or DVD with the remote.
Please help! this is very annoying! I have put good batteries in it as well!

A universal remote for about 10 bucks can be used to change channels and volume as well as the on and off funtions BUT a universal remote will not work the menu or any of the other feture. You are using a universal remote control I assumes. Try with an other setup code. Some setup codes might not work for all button actions properly. Choose an other code, which will give you maximum functionality.
I cannot be sure of the exact model but... Press and hold the TV's volume up and volume down buttons simultaneously. On many older televisions, this opens the device menu without the use of a remote. Otherwise, use the menu button, which you can navigate in a similar fashion.
Also, somewhere should be an input button. Press it multiple times times to switch between various inputs (the input must match whatever input you are using). Usually after these menus are opened you can use vol up vol down to change things.
Direct (and Dish) may not have codes available for all brands and models; I know that from personal experience.
You need to got to Direct TV's website to obtain a current list of codes.
Even if they have some for Emerson, they may be quite limited in their usefulness.
You need the original remote to change anything in the menus of the set. With a universal remote, you can manualy change the channels, but you cannot sequence them or change any of the setups to have them work automaticaly.
All TV manufactures are like this.
Call the authorized service rep, and order a new remote, or find the original if you want to be able to use your set properly. Don't accept a universal remote, because this will not properly resolve your issue.
This looks to be a good hint. After reading the solution "I had the same problem. The fix is actually very easy. Just re-tune your channels in and your remote/channel buttons should work again.", I checked my remote and saw that there was a sliding button "TV/Cable" and it was on "Cable"
I moved it to TV and it started working.
This could be a dumb solution but just wanted to suggest...
