Chirping is almost always caused by the HOT transistor and Flyback transformer. You can get the Flyback with HOT repair kit for your model from www.tvrepairworld.com they are listed under the RCA Repair kits.

A chirping sound from a TV set is the switch mode power supply trying to start up, but gets shut down because of a major short inside the set or in one of the circuits.. Most likly in this set, the horizontal output transistor is shorted because of a defective flyback transformer. Thats whats the common problem is with this set. A repair like this, if this is the only parts that are bad, will run you about 300 to 400 bucks or so. In some cases, not many but a few times, I have seen poor solder connections on L401 cause the horizontal output transistor to go bad. There are no user replacable parts inside this set, so please play it safe and seek out a pro to assist you in this repair. Good luck PS Please do not forget to rate this thread.

The chirping sound is the power supply trying to come up, but can't due to a short or other condition. Open up the set and see if there is any obviously bad (burned) components.

the set probably has lots of bad solder connection on the flyback and in the horizontal deflection circuit.
