Velcro pad that the sandpaper is fixed to has come off the plate. What's the best glue to use to re-stick the pad with?

You may try a two part epoxy, or gorilla glue. Let dry for a day or two. Sometimes 3m spray adhesive also works. Let tack before sticking together though.

This maybe a stupid question, but how do you get the sandpaper on and off of the sander. I borrowed it and I don't have a clue how to get it to stay on.

It depends on what kind of sander it is. If its a belt sander then on the side there is a lever that comes outward. it releases the tension then slip the old one off and new on and push lever back in place. If its a palm sander then on each side of the pad there will be 2 silver rods there. you push the rod in and then pull up and it releases a bar that wil go up and down for you to put the new paper on with.

Sandpaper keeps coming off while sanding. Why and how can I remedy situation. I was thinking about replacing rubber cover on clamp.

I switched it to a new pad and the sandpaper is still flying off :( I just don't get it the paper is not even half used up. my sander is the hook and loop velcro one ugh its driving me nuts I have to keep buying more sandpaper when the sandpaper is not even worn out! BTW Mines a dewalt hook and loop random orbit sander

Dewalt is not going to make an accessory for you to do so, since that sander was designed to use 1/4 sheet sandpaper, and therefore takes standard paper clamped in place. You could make your own base for the sander out of thin plywood or some other suitable material, covered perhaps with a laminate or rubber surface, that would accept PSA (pressure sensitive adhesive) sandpaper, which you can buy in rolls appropriately sized for your sander. Or you can try some kind of after-market conversion kit such as this one (See also here, etc.)
If you really want a hook and loop base on your sander, I recommend you bite the bullet and simply purchase a random orbital sander with a H&L pad. Then you'll of course have to buy the perforated paper discs to go with it....
But you'll easily be able to change grits, and the performance and quality of your sanding will improve.
You might check the reviews in various woodworking magazines before you make a purchase, just so you know what you're likely to get for your money. There's a vast array of machines made, and the quality varies accordingly, and depends to some extent on your budget and intended use.

How do I secure a piece of sandpaper on the dewalt orbit palm sander?

I think your model holds the paper with glue that is on the sand paper.Just take apart the back cover of the sand paper to expose the glue.

No sanding action and motor just buzzes

It will probably be the shaft from the motor to the orbital cam which is on the flat plate that you connect the sandpaper to , either the shaft or the bottom cam is broken [probably the shaft has snapped ] you can do a cheap repair with a good glue to reconnect the shaft [but you wont be able to push too hard again] or if you can get the parts just replace the shaft into the motor . they are really simple things to work on

Do not break anything. Go to Dewaltservicenet.com and type in your model number in the middle of the page at the bottom and download a user manual for the tool. It should have come with what is called a punch plate to perforate the sandpaper for dust pickup (such as it is) Go there first and you will find everything that you need to use the tool
