I think you will find the battery is the cause of the problem, replace it.

I would check the power adapter with a multimeter first thing.

OK
You will need to reset the BIOS in this computer.
When you remove the battery from the back of the computer you should see a little yellow disc about the size of a nickel. It is thje BIOS battery and it is in a plastic frame that is held in the computer with 1 screw in the corner. You need to remove the screw and then lift the free side of the battery holder and slide it towards the center of the battery box. This will unplug the wire that runs from the battery into the computer. Leave it out for about 1 minute and then slide it back into position, allowing it to plug the wire back into its socket.
Then put the screw back in and insert the mail battery back into its compartment.
Now when you turn it on it will pop up a message telling you the clock is wrong. reset it to the right time and follow the prompts to reset the BIOS. Make sure that you have the boot sequence set to boot from the CDROM ahead of the Hard drive, or you won't be able to load the OS disc.
Good luck.
I just put a new hard drive in one of these last week and it gave me a bit of a start when it wouldn't start right up.
This fixxed it right up though.

SOURCE: Thinkpad T20 no boot

The ThinkPad T20 overcharge the capacitors and this is why do not start even when the lights are on.

To fix the problem, disconnect the ac adapter and hold the on / off button for about 60 seconds. After that, reconnect5 the ac adapter and turn on the computer.

SOURCE: T23 wont boot

having same issue. how much memory (ram) do you have installed. this model t23 (2647) can only have 256MB DIMM per slot - total 512MB (although it can handle 2X512MB DIMM's) i'd try booting with only 1 256MB DIMM and if sucessful had the other.

ThinkPad T23 white screen

1. your issue may be a bad hard, a damaged or loose flex cable to the LCD screen, a defective CPU (central processing unit, a cmos battery that needs replacement ( this is the battery that retains the information for the motherboard), a bad power supply regulator on the mother board.
2. this is just a few of the issue that have caused a white screen.
3. Laptops are mostly disposable and are usually good for 2to 3 years of service depending on the care taken.
Your friend probably thought he was helping by giving this to you to see if you could use it or part it out.
Not worth the work unless you are into PC repair or project work.

PSE TURNS ON CONTROLER LIGHTS UP ALL LIGHTS ON PS3 WORK BUT SCREEN ON TV STAYS COMPLEATLY BLACK ANY IDEA AS TO WHAT IT COULD BE?

Turn the PS3 on from the console by pressing the power button and holding it until you hear the first beep followed by a second beep. let it go after that. This resets the video to seek an active output on the console itself

Acer aspire one power button comes on but screen doesn't come on.

1/ Take a close look at the display in bright light; can you see anything there? (If so then the CCFL (or its power supply) needs replacing on the display
2/ hook up an external monitor and see if that works (or at least if the light stays green on the monitor)
3/ Any boot beep? any "Windows sound"?
4/ try removing the battery and (using only external power) see if it starts.
4/ remove the battery AND the external supply, hold the power switch in at least 30 seconds. Hoojk it up again, try it.

When computer is turned on screen stays black and fan races fast

If you put it in another T23, Windows will recognize the hardware change and ask you to re-activate Windows. Microsoft may or may not require you to pay for Windows again.

Monitor screen stays black even though it's on

Remove the memory from your unit - power it up it should beep if full communication is still happening across your m/board. No beeps you board has died. if it beeps and your using two diffent memory modules just fitt one leave the battery out and power it up = if no display pull power swap out the memory and try again. if display occurrs you have a defective memory module - throw that failed unit away

T23 wont boot

I would unplug it and remove the battery. Plug it back in and try without battery, if it still doesn't work, unplug the power again and remove the memory (RAM). Plug it back in and try again without RAM, if it beeps then the motherboard is probably good. If you had more than one piece of RAM, try one at a time and see if you get it to boot with one of them.
